How do we decide who gets a house and who does not?

Decisions about housing allocations are made in accordance with the Scheme of Priorities of Letting of Housing Accommodation. The purpose of this scheme is to provide a means for determining the order of priority to be afforded in the letting of the Council’s dwellings to persons whose need for accommodation has been established by the Council through their inclusion in the most recent assessment of housing needs or their acceptance afterwards for inclusion in the next assessment.
Priorities in terms of allocation are based on a points based system on the Council’s waiting list. Points are awarded to applicants in the following circumstances:

  • Condition of applicants dwelling
  • Overcrowding
  • Person displaced by operations of the Council
  • Living in accommodation provided by Employers
  • Medical condition/family members or compassionate grounds
  • Person living in institutional Care
  • Discretionary points (points where applicants housing need is not adequately covered in the above categories)
  • Length of time included on Council’s waiting list
  • Number of children

What if you do not qualify?

Our staff will explain the reasons for their decision and will advise you of other housing options available to you e.g. Affordable Housing, Loans, Shared Ownership, Rental Accommodation Scheme etc.

Depending on local availability we will try to house you as soon as possible. We will discuss local availability of housing with you.

When you have signed your Tenancy Agreement

Your tenancy agreement is a legal contract between you and Waterford County Council (WCC). It is an important document, so you should read it carefully and keep it safe. It sets out the terms and conditions required by both you and WCC. For your convenience, these are summarised below in question and answer format.

How does my tenancy operate?

  • You must live in the dwelling as your main home and nowhere else
  • You must not use the dwelling, garden or shed for business purposes
  • You must not pass the tenancy of your home to anyone without the written consent of Waterford County Council (WCC)
  • You must give WCC (your Landlord) four weeks notice if you wish to surrender your tenancy and pay all rent arrears due.
